One example cited in the new report is an email exchange between Strzok and Page on Aug. 8, 2016. Page questioned whether Trump would become president. Strzok replied: “No. No he’s not. We’ll stop it.”“While we did not find that these decisions were the result of political bias on Comey’s part, we nevertheless concluded that by departing so clearly and dramatically from FBI and department norms, the decisions negatively impacted the perception of the FBI and the department as fair administrators of justice,” Inspector General Michael Horowitz said.
If Page and Strzok operated under Comey, Comey is- or should be- FULLY responsible. The two statements above are in conflict, and the first one seems inoperative.

Well, to be fair, the “we’ll stop Trump” comment was from Peter Strzok, and the “no political bias” comment refers to Comey.

Representatives Jerrold Nadler and Elijah Cummings, the top Democrats on the House Judiciary and Oversight committees, said in a statement that “the stark conclusion we draw after reviewing this report is that the FBI’s actions helped Donald Trump become president.” The corollary then is:
A) The FBI was working for Russia to help Trump win, and
B) there was absolutely no collusion between Russia and the Trump campaign since it was the FBI itself that "won" the election for Trump.
Can we shut down Mueller now?

Good take on this.
Only thing I can see is that the report in essence says Comey should be fired, but the evidence only shows Strzok/Page in a political discussion. Comey trained not to ever document that type of stuff. So he skates on the technicality of being found guilty of that, but still suffers the correct decision to fire.
Also as far as we know it has nothing to do with Russia so the Comey Independent counsel connection as testified to by Comey by his releasing his notes, doesn’t come under scrutiny giving Mueller cover to continue to proceed....
