What if ‘Juan’ refuses to take a DNA test? Can you legally force some foreign guy to take the test? You can’t even do that to an American guy.....so how can you force ‘Juan’ to do this?

There are a good number of American jurisdictions that INVOLUNTARILY take DNA samples of folks arrested for criminal acts.
Illegal aliens who ICE or the Border Patrol arrest are arrested because they have committed the CRIMINAL ACT of entering the US ILLEGALLY.

Sounds good to me. But get ALL their biometric data (e.g., fingerprints, DNA, facial recognition profiles) first and keep it in our databases in case of future need — and THEN deport their asses.

That's if you have to mail your little 23 and me swab. On-site DNA testing requires half a day. You get some tissue, don't need much, centrifuge it for a few minutes in a solution and then run the electrophoresis on it, six hours max. They do it in high school biology labs in a 2-day experiment, 2 hours total actual time spent on the labor portion.
Like drug laws. When marijuana is a felony crime but almost half of the population uses it regularly, you don't get much respect for the law.
