Reread the Fourteenth Amendment. Constitutional protections
do apply to non-citizens if they're what are termed "US Persons:" within DC, Federal lands, states or territories (but not Indian reservations or embassies) and subject to our jurisdiction.
The people in the ban however, are not. Congress can write laws covering them entirely outside of Constitutional restrictions. The existing law has been used by every President since 1953 in some form or another, covering a variety of threats in EXACTLY the way used by Trump.
Soto is an ass. It's genuinely shocking that 3 other judges also dissented.
