It works in Germany, Japan and South Korea. Not everyone in those countries are allowed to go to college.

Not everyone should go to college. There are people in the trades that make more than a lot of college grads

In Germany, when I was there, tested the children twice to see if they were college qualified. For those not equipped for college were then taught a vocational skill. It worked.
