Same in Jacksonville, NC. When my company closed they had to notify employees and the city that they were closing. Being that we were the 2nd or 3rd largest employer, they had the state come in and had a host of people for retraining it other fields. Job fairs, unemployment, food stamps, college entry information. It was very helpful, but Cuomo came out like a DICtator.

I recall something similar in California when I lived in Contra Costa county, where Pacific Bell and Chevron had a large employee presence.

I think some of it is to give the impacted counties a chance to prepare for upcoming unemployment claims, as well as adjust to the loss of sales and other taxes.

I believe that WARN specifies total employee loss over a period of time as well. This is to prevent the nickel and dining reductions to prevent WARN.
