Not really. Yellow cake isn't that hard to make, some idiot on youtube did the entire synthesis with common and household chemcals. Enriching it? Different matter.

What about beryllium? Manufacturing explosive lenses? Individuals are to small to worry about if they know how.

Manufacturing a firearm for personal use [pistol, rifle, shotgun] is not and has never been illegal under Federal law.

That would be the ultimate infringement.

Discretion regarding the second should be in the form of "If you cannot be trusted to be armed, you should not be running around loose".
