I’ve done it many times, think I know something for sure and then find out I’m misremembering it.
In this case, I was pretty sure because I moved to Philadelphia in August 1981, and I’m certain Rizzo was not mayor when I moved there, I would have remembered that.
North Philadelphia will always be a sh*thole. Temple U is the only thing keeping it with a heartbeat. It lost it’s true usefulness after WWII when the Whites left. Actually the birthplace of America is surrounded by sh*thole North, East ,South and West Philadelphia. Companies that stay have enormous tax breaks and the employees leave after 5 and do not live there. Hipsters, college students and illegals run by a minority MAJORITY government will never sustain a thriving metropolis. It’s disgusting. I don’t hold back how I feel anymore.

Temple grad here class of 66. Rizzo came in as police chief about then. The “brothers” of No. Broad Street learned some hard lessons back then and rioting decreased.
When the Democrats came back into power, the city started to go up in smoke, more drugs, black extremists, a couple Communist groups up in Kensington, and a City Council that had an IQ of about -10 (The Bluto Factor).
The “City of Brotherly Love” became and remained “The City of Brotherly Blood”.
