The retarded man wandered away from home with a toy gun. When he wouldn’t respond the orders of the officers they shot him dead.

Accidents happen. People who are mentally “slow” are always at risk of doing something that could end very badly, but not having the mental capacity to even understand this. It’s why the family (or caretaker) is careful to ensure this sort of thing happens.

But, again, accidents happen. Apparently this one is rare in that it has only happened once.

I have no reason to believe they wouldn’t have. A guy with a gun is not something cops mess around with. You drop it or you die. And if you’re of such low intelligence that you don’t grasp the seriousness of the situation, you’re probably going to die.

How do you deal with people who can't understand instructions, whether they are children, mentally deficient, foreigners or deaf?
I don't see any easy way to avoid tragedies like this, short of allowing the suspect to fire the first shot, which itself can become tragic.

I remember the assassination of Olof Palme, Prime Minister of Sweden. Walking home with his wife, NO BODY GUARDS.
