Yep.
There was some one who was complaining about "so many people can not pass a drug test" but when you pushed for hard numbers it was around 8% that could not pass.
I agree that sometimes basic skills are lacking but complaining that you would have to train them on your company specific software is not really a reason either. Unless you promote from within everyone is going to need training.
