It’s an 11yo girl that took a few pieces of food and was trying to get away.
There’s absolutely nothing she did or could do that warrants being electrified.
Any cop that isn’t a tub of lard could have caught her with one hand

No way is she a "starving wretch" who HAD TO steal food ( and we don't even know WHAT exactly she stole! )in order to survive! And she did attack the cop or cops!
Neither do you know what she looks like! For all you know, she could weigh 180 lbs and be 5'4" or taller. And psssssst...the cop or cops DID catch her! and that's when she started to physically attack!

This ‘sweet’ little 11-year-old had a backpack full of stolen items from the Kroger’s. She was with other girls stealing from the store. When asked to stop, she ignored the officer and moved away from him. After many demands to stop, she continued to ignore the officer. That’s when he hit her with the Taser.
