Finally, the third provision requires new handguns to stamp microscopically the handguns make, model, and serial number onto each fired shell casing.

1. I have to believe that this is a violation of the Commerce Clause. Forcing manufacturers to make expensive changes (of dubious utility - but that’s another argument) just for one state will make ALL firearms more expensive in ALL states. That is simply not permitted.
2. I do believe that any criminal worth his salt will arrange to be in possession of brass fired from a firearm similar to their own (i.e. same make/model) which brass was fired by POLICE personnel. Also, they will be careful to wipe any fingerprints from the brass. Either that, or they’ll use a revolver, and STILL toss the police brass around, just to confuse everyone (and gum up any case against them).

Guns currently on the roster are exempt from the microstamping ruling, until they are altered in any way and have to be re-certified.
California is the only reason why Glock still makes the Gen 3 guns. The Gen 3 guns are on the roster, the newer Gen 4 and Gen 5 guns are not, because of the microstamping requirement.

The guns serial number would allow them to look up the date of manufacture. If you are caught with a gun which was illegally modified (by, for example, your pissed off ex wife snitching you out), then off to jail you go.
The purpose was never to deny guns to criminals. They know it won’t work. The purpose is to keep YOU from being armed.

First of all, they are not shell casings. Second, the primer is not part of the shell case but sits in the primer pocket.

Many will not waste time with this process which does not work to any reliable degree nor does it prevent or solve crimes. Plus, liability to the manufacturer if someone alters a so equipped firearm.
So, firearm minded Californians will simply have to bite the bullet and EITHER EFFECT POLITICAL CHANGE IN THEIR STATE OR FIND ANOTHER. I’d rather see them stay there for other sundry reasons as well.

Even if sanding did cause misfires, it only takes about 15 minutes in my garage to machine a new one.
And if any part of the stamping is on the bolt face or extractor, those parts can be altered or replace quite easily.
STUPID LAW FROM STUPID LEGISLATORS.
