The ‘cost’ issue is a red herring. We aren’t going to fire soldiers that were going to march in the parade, those are sunk costs until their enlistments are up. Same for the tanks and other vehicles. Maybe the fuel would be an actual additional cost but in general this sounds like just coming up with an excuse to thwart the CinC.
