Yes, a foreign ship can’t directly travel between a west coast port and Alaska or Hawaii. A ship would have to be US built, US owned, US flagged, and US crewed. That’s one If the reasons there are all these crazy ideas to convert the SS United States into a cruise ship, because its too expensive to build a new US built cruise ship.

The low volume to Hawaii makes for the higher costs. More than one US shipping company serves Hawaii so there is competition.

Saw a documentary about Guam a while back. The Jones act unnecessarily inflates prices on the island because of it’s remote far SW Pacific location.
American Samoa has a waiver that allowed foreign ships to deliver cargo. Guam would like to have the same.
UPS / FEDX have serious serious theft problems internally ..... three recent shipments of ammo I ordered got lighter by 750 rounds per 1000 round case lots . Yeah the shippers made good on the thefts monetarily ..... seems Mesquite hub was where my packages arrived whole but never left with all its contents. Zero trust for the ability of these movers to deliver. Buy bulk in state and drive down and get it yourselves is my suggestion.
