There is ZERO impetus for ANYONE to appear before Congress who is not an administration official. Even Federal employees are giving all of Congress these finger these days. Canny leftists have come to this realization — only appear if you can advance your agenda. Guilty of something? Tell Congress to “F off.”
Being subpoenaed to testify before Congress is like the UN demanding action.

Unless and until Congress imprisons someone for ignoring a subpoena and/or lying in sworn testimony Congressional “hearings” will just be Judy Garland/Mickey Rooney movies.
If nothing else, the subpoenas should include “else you will be subject to targeting by the IRS.” THAT is a punishment to be feared.
I don’t get it. This is a coup, for heaven’s sake. And still DC Republicans are dragging their feet.
Eventually the Republicans will figure out that there’s a pattern here.
They are NOT refusing to testify.
They are refusing to testify voluntarily. Any American citizen who would voluntarily testify, in public, before a committee of Congress (and I was offered the chance once) should have their head examined.
