The Trump administration is right in its assessment that Russias naval actions in the Azov are meant to harass Ukraine-bound ships and disrupt the countrys economy. Other analysts have offered similar descriptions of Moscows intent.
The questions now become, at what point will the harassment become intolerable for Kyiv and when that point is reached, what is Ukraine prepared or capable of doing about it?

The Ukrainians were dumb for giving up their nukes (and trusting us). They really should have kept one or two big fatties.
Russia will keep the Crimea unless its nuclear arsenal is exhausted.
As long as Ukraine doesn't make itself a threat to that, it will just be saber rattling.

If Ukraine makes itself a threat, it should be on its own.
The European Union appeared to be attempting to gobble up the Ukraine through subterfuge, and planned use US as it's proxy when Russia inevitably retained Crimea by military force. That fell through when Hillary went down in flames, indeed this was a contributing factor for military veterans supporting Trump in the early 2016 primaries.
The European Union won't start squat if they can't hide behind the US military, and Ukraine can't even finance any such activity without help from the European Union.
