Having worked at Ford through the 1990s, these layoffs would be a welcome change.
I was in Marketing management and was frustrated every day with overarching bureaucracy. Between the CEO and lowest person, there might be 30 layers of management in some areas.
There were whole departments of people who were there to provide oversight to logo usage and marketing claims. They one time confided in me that they would only give a written No, you cant do that! But NEVER a Yes, thats fine! That was only verbal.
The reason being was that if someone later found a problem, it would come back to them. So, you had a $20 million a year department that only dragged its feet and refused to add timely value to others.
I could only do it for six years or so. Then went to a supplier - and made my career.

Not by a LONG shot!
Periodic purging of drunks and dead wood is good for a companies health
When I read the headline, I presumed the “Ford” was Justice Kavanaugh’s scurrilous accuser. That would have been some headline, huh?
My first thought was “Hmmmm...so, the tariffs are only affecting Ford?”
And women and children...
Which is why the misleading g headline was written in that manner.
They need clicks too.
She has a PhD in Psychopathic Sleazo-ette and a touch of KuhRayZee Bitchitis...

I think your reply maybe got cut off.
I think many American companies have a problem with too many layers. It is not an easy thing to fix once it takes root.
Can you say Sears?
Yep!
And no one taking charge, at any level!
