I’m just trying to help use up the campaign funds, supplies, time and any other resources they have.

Kinda like the corn pile for the feral hog build-a-pen slowly thing. Put up 1 panel and leave scattered corn. Come back with panel #2 and more corn. Rinse and Repeat. Rinse and Repeat leaving space for a 4 foot gate and leave more corn with gate open. Come back and add corn, watch hogs chase more corn and Shut the Gate.
