If you read about the things Gillum is accused of, they are all petty, idiotic things. Figuratively, he sees a bit of cash lying around and he pockets it. Once he becomes governor, though, people will come to him with significant opportunities that are well thought out and he’ll be investigated much less, all the while getting richer.
