Per capita.

St Louis has apparently lost a lot of population.

The murder rate is based upon the percentage of the general population...

So 50 murders in a town of, say 100;
is worse than 50 murders in a town of 200.
(50 murders in a town of 50 would be worse of all!)

Poor Chicago can't help but feel left out lately...

St. Louis population - 308,000. Chicago population - 2.7 million. It's per capita.

Chicago has many times more the population of St. Louis. Murder rate is less per capita. I grew up in the city of Chicago, and I live in St. Louis County (not City). The stats are for the city populations.

Chicago would have to have almost 2,000 murders per year to equal St. Louis.

Those are murder rates per 100,000 population.

In 2017, Chicago was 2.7 million and St. Louis was about 308,000. That explains why St.Louis is ranked higher.
