It could also be that that they think a Trump rally in Michigan could energize the Democrat base. They may want the democrats there to be complacent.
Alternately, they may have internal polls that show the race to be either unwinnable or in the bag.

Also.....Trump Rally at Southport High School as they were gathering... The venue is the 12th largest high school gymnasium in the Country, with a seating capacity of 7,300. Overflow accommodates a thousand...Three hours before the rally began thousands of people were there...
