Thats a possibility. If for example every Dem in the State of CA votes Dem then the Dems will cast the most votes. But since they are all in CA they would have little impact on the make up of Congress.

How can this happen? The Democrats win a number of their “safe” districts, by overwhelming (but entirely pointless) margins, whether by persuasion or by some variety of fraud. But the Republicans win a HUGE number of districts by relatively narrow margins (sometimes one percentage or less) but win just about all of them. What appeared to be “purple” and a tossup, broke at the last minute by independents and a number of what the Democrats considered to be their “core constituencies”, who deserted them, for the lure of better economic times.
