Prisoners being moved from one location to another shall be handcuffed, behind the back, or have waist restraints on at all times.
Should the prisoner being escorted beyond his cell house shall have at least two officers escorting him at all times.
Myself personally, I would have beat him into a coma.

I watched a program on a Russian prison called the “Black Dolphin”. Besides being handcuffed behind the back, the prisoner is bent over so his back is parallel to the ground, and he has a hood over his head so has no idea where he is going.

Yeah, why is a mass murderer alone with one guard at ANY time?

Since there is ample evidence, beyond any reasonable doubt, why are we even holding this guy in custody? There is absolutely no question he did it.
Why are going to spend millions of dollars prosecuting him?
This guy should have already been executed!
