You need to be capable of being cruel. That doesn’t mean you have to be cruel or even should be cruel.
But the threat must exist.
Try holding onto a vending machine route in NYC without being capable of being cruel.
The mafia will own every one of your spots within two weeks.
it’s a hard world.
And dems are VERY VERY capable of being cruel and ARE cruel.
I think many her are capable of being cruel.
That will be enough if/when the time comes.
I love NYC, but it is it's own universe. And in that universe, there is a hierarchy.

I would substitute the word, ruthless, for the word, cruel. Otherwise, I concur.
