I thought about that, but it's really not a "spending" bill, it's a "cutting" bill. Don't know if that makes any difference... No, it doesn't make any difference. Whether it raises or lowers spending, or raises or lowers taxes, it is an appropriations bill and must originate in the House.

“All Bills for raising Revenue shall originate in the House of Representatives; but the Senate may propose or concur with Amendments as on other Bills.”
This doesn’t sound to me like a bill for raising revenue.
