There is a difference between ending and giving up. A difference between finishing the job and abandoning allies. A difference between victory and creating a power vacuum that will be filled by some bad people (i.e. Iran and a Putin emboldened Syria which will both threaten Israel)

I think Trump wants to try removing the troops and if problems arise he can do something to quell them.
I think also that he wants to send another signal to the world that he’s not all talk and no action.
Syria is a sovereign nation. Explain our moral right to invade another country that is not a clear and present danger to us without a declaration of war.
