Either the republicans in the house or the senate can easily target, cut, and gut appropriations for any agency and any position in any agency if they have gone off the rails. They can eliminate whole sections of agencies and restructure them. It has been done many times in the past. Usually the threat is enough.

Here we have DOJ and the FBI telling Congress to stick it and there is not a single appropriation consequence.
