The 86% rating is quite good, did you bother to read their statistics?
Administrative Expenses 5.3%
Fundraising Expenses 22.2%
Those fund raising expenses include the cost of television advertising on the channels willing to air them which is not cheap.

IIRC, their overhead is well under 20% compared to WWP which at one time was 85%. How much WWP has trimmed from their budget is unknown to me, but it’s a long haul to reach that Fisher House number. Trust but verify, as Ronaldo Magnus said.
The difference between an 86% rating and an 100% rating is this: for every $10,000 in wages that you net after taxes, subtract $1400, put the total in an envelope and mail it to me. I’m sure you won’t miss it.
