“...human waste.....”? Are there no public use restrooms? Or am I naive to think people still bother to use facilities anymore?

There are not septic systems in these places. It all gets pumped out. No pumps. No disposal.
It piles up pretty quickly.
The restrooms are in buildings that are closed, because the staff needed to open them are “non-essential” and affected by the shutdown. I’d guess that much of the trash is from overflowing trash receptacles at campgrounds, parking and dining areas. People are leaving their trash at the appropriate places but no one is picking it up. Yes, everyone should pack it out, but ….
Probably not being cleaned fast enuf. Public hazard after a while...with our population filled with hep a...norovirus...other feces transmittable diseases...stay outta san franfecesco for sure.
I suspect the toilets are full and no one is pumping them out.
A lot of people from San Fransisco vacation there...
