Just calculate the difference in living standards of descendants of African slaves in the US and Africans still in Africa and base the reparations on that.

Sure; we’ll get to that topic right after congress makes good on every treaty made with the tribes. Of course, that would be constitutional, rather than reparations which aren’t.
