Probably not. If he’s a typical hard-line Saudi Islamist, he views women as chattel. And that goes double if the woman is an infidel. So running over this woman would be no worse than running over, say, a dog.
I read a story somewhere - maybe it was here on Free Republic - about radio transmissions during the First Gulf War. The Saudi pilots (our great allies) would simply refuse to talk to American military females on the radio. Great guys, the Saudis.

Remorse and guilt are, IMHO, mainly Christian notions. In my dealings with Arabs and Muslims (especially men, as one doesn't meet women often), in general they are trained to smell-out, and act on power. Who has power and leverage? who can harm you? Its those who deserve your concern.
And for infidels and kaffirs - especially those unknown and unconnected to you - they do not matter
