That would require effort on the part of law enforcement. Most folks with outstanding warrants are at their address of record, but the cops just can’t be bothered to go knock on the door. They generally rely on the assumption the person will get busted again at some point.

because in most cases, the friends and family couldn't recognize them without their glasses.

My iPhone recognizes me with or without glasses sun or otherwise.

If the police get a “hit”, the person is detained by the police to confirm identity and arrested if there is an outstanding warrant.

Your face is your face whether a cop or computer recognizes you. Difference is the computer will likely recognize you in spite of disguise.
