I would have to say the Lt governor. As a black man he would be offended and as Lt Gov, he has the most to gain. He probably had the photo but waited for an opportune time to play his card.

The resulting "conspiracy against the public” is the propaganda campaign to the effect that all journalists are objective and anyone who publicly disagrees with their establishment is “not a journalist, not objective.”
