I don’t understand the need for a national emergency declaration.

The applicable law requires it: Section 2293 of Title 33 of the U.S. Code is the law that allows the secretary of defense to reallocate funds from military construction projects:

ln the event of a declaration of war or a declaration by the President of a national emergency in accordance with the National Emergencies Act [50 U.S.C. 1601 et seq.] that requires or may require use of the Armed Forces, the Secretary, without regard to any other provision of law, may (1) terminate or defer the construction, operation, maintenance, or repair of any Department of the Army civil works project that he deems not essential to the national defense, and (2) apply the resources of the Department of the Army’s civil works program, including funds, personnel, and equipment, to construct or assist in the construction, operation, maintenance, and repair of authorized civil works, military construction, and civil defense projects that are essential to the national defense.

From what I understand about this bill, the 1.3 billion for the border wall, ANY border mayor can opt out of it..so it takes a few liberal mayors to say “Well thanks but no thanks”

It's a toothless provision. Eminient Domain and the constitutional Supremacy Clause will be invoked. Mayors don't have jurisdiction over United States borders.

They just reported he can move some discretionary funding around without having to be faced with a court case. They are also saying they have found more than the 5.7 he wanted. LOL

I cannot believe Trump would sign something that makes some two-bit nobody leftist Mayor MORE important than the President of the United States... this is unbelievable.

I understand why he doesn’t want another shut-down, but this bill is not acceptable.

Unfortunately, it’s not up to we-the-people and we have no one ELSE on our side.

Under your premise, all existing national emergency declarations (30 still in effect since 1979) must also be declared null and void. You cannot have it both ways. Congress gave this power to the Executive branch. The SCOTUS cannot pick and choose which ones will have standing and which won’t. That would be exercising power outside of their jurisdiction.

Trump should have called the press and did an announcement and went through the bill and explained every problem with it and why he wouldn’t sign it. There are many. If he just didn’t sign it without explanation, they could use it against him, but if he just explained, people would see. I’m so sick of the Republicans - whether they are in or out of power they almost ALWAYS cave. Forget the pittance for the wall, the rest of the bill sucks. It helps incentivize illegal immigration and is full of unnecessary funding.

RBG is dead..she died a few weeks ago..the last photo of her taken was by TMZ being put into her car, she looked worse than Hillary Clinton when she got thrown into her Scooby Doo van on 9/11..someone else has been voting on her behalf, isnt that illegal
