Depends on how they write the law. They can isolate it in statute that any revenue would specifically be for highway construction.
Laws can be repealed, rewritten, ignored, violated.
In any case, have you seen OH’s budget?
This cash grab is just a preview of coming attractions.

Maybe not, but I know ODOT has an enormous capital budget for roads and bridges every year. And that’s just to keep the system in a state of good repair. One thing that impacts Ohio more than many other states is that they have a lot of state roads there that would come under local or county jurisdiction in other states. The same is true with Pennsylvania. I’m always surprised when I drive on rural back roads in these states and see state highway signs on them.
Does OH cost-share Medicaid with counties?

I don’t know about that. I know counties get a cut of the state fuel tax, though.
Dewine would have to agree. If he doesn’t OH would have to override him. And by that time I’m sure the people of OH wouldn’t be very happy knowing they were paying taxes for something that didn’t get built and went to something else. Dewine would be a one term Gov.
Local roads are crumbling. That’s because the OH tax structure directs most money, even local property taxes, to state and county government. I pay 8% sales tax in Cuyahoga Country. “Sin tax” and county funds are used for important stuff like improvements on NBA and MLB venues. Kasich doled out money for stuff like paving museum parking lots. Summary of rant...how about doing expenditures and profits in a way that doesn’t enrich deep-pocket donors and friends in your elitist environments?

Actually 8% isn’t bad if it includes city, county, and state taxes.
Some cities in AZ can be as high as 11.2%.
If he diverts tax revenue from a tax that is specifically designed to be allocated to highway construction and it doesn’t, he will be a one termer.
That 8% does not include city taxes. I’m sorry you have to pay 11.2%. That’s really bad.
I don’t. I live in an unincorporated county area. All I have to pay is state taxes at 5.6%.
I just looked up OH state use tax rate. It is only 5.75%. That’s pretty reasonable to me.

Raising a tax is not reasonable just because other places have a higher tax. NO tax should be raised unless there a serious attempt to remove waste, corruption, and practices that favor friends before it's even considered.
It is to build highways. Highways are good.
