Stupid? Perhaps not.

Perhaps they want to temporarily alter the climate to kill billions of people by so disrupting the weather as to cause floods, drought, famine, & violent world chaos. Anyone, any nation or organization could rule the world with such capability. They could also unwittingly destroy all life on earth by damaging the food chain.
