white Detroit Police officer is under internal investigation following a Snapchat video during which the officer can be heard saying "Bye, Felicia" as he records a young black woman walking home in frigid temperatures.

The partner wasn't posting videos of his interactions with the community, with racist graphics and inappropriate comments, on Snapchat. His comments were not likely a fireable offense as long as he wasn't aware of the videos being posted.
The partners last name is Garrison. His disciplinary hearing is next week. Detroit radio.
