It needed 60 votes to advance through the legislative process but failed by seven votes as the final tally came to 53-44. All 44 “no” votes came from Democrats. Three of their number crossed over to vote with the Republicans.
The 60 votes needed is only a Senate rule, which can easily be changed by a simple majority.
Republicans can change this.

Can it be I am more cynical than "These House Members"? Because I would have been (pleasantly) surprised if it had gone the other way.
Here’s what insane about this whole situation: we don’t need a law to prevent infanticide. An infant is a human being. Even the abortionists won’t deny that. Killing a human being is considered to be murder. Murder is against the law in all the states. Therefore, if an infant is killed a murder has been committed. Having said that, those opposed to the infanticide bill are pathetic POS.
Both parties wait until they are almost out of power to vote on substantial bills. This could have passed in the last session of Congress. If the Republicans wanted this to pass, they could have given it some real publicity before the vote.
