This must be what happens when departments or divisions only make budgets for one side of the ledger and are not responsible for running the the black on the below the line. I run a department that must make a profit, and in a competitive market, the best way to increase margins is to cut costs. Even still, shame on your fiscal officers for not reigning you in and doing audits
Gingrich almost had a balanced budget amendment during the contract for America. O! How things would be different today.
In a city government where I worked this was practiced be every department. IIRC, we called it Zero Base Budgeting, or similar. Use it now, or lose it next FY.
Not in my corner of Corporate America. I'm paid my year end bonus off my P&L (and my continued employment from month to month is contingent upon the same). If I don't spend it I make a bigger bonus.
