Of course traffickers would tell some kids to run and touch it so it could be front page headlines across the US.

No, they are cheap. They could even be solar powered, LOL. But why could they not be defeated simply by running a shorting wire to ground?
The border situation is a sticky one. IMO very little short of brutal is going to work.
