When they released him before, did they keep track of him? Clearly the answer is no. And why not? Because there are just too many possible or potential jihadis for authorities to keep track of them all. And that is an Islamic State strategy: they are endeavoring to overload intelligence and law enforcement agencies in the West, and cause them to collapse. Theyre well on their way to success.

The 37 year-old Turkish suspect in the deadly shooting on a tram in the Netherlands has been arrested, Utrechts police chief has confirmed.
Gökmen Tanis was arrested after a major manhunt following the shooting which authorities have confirmed killed three people and injured nine more.The terror threat level for Utrecht was reduced after the suspects arrest. It is not yet clear where exactly the police managed to apprehend Tanis .
Utrech Police had warned citizens to watch out for Tanis but not to approach him. Sources told BBC Turkish that the 37-year-old had previously been arrested over suspected links to the Islamic State a few years ago, but was later released.

He was then released with the promise that he would come back for trial in two years...
The only solution would be expulsion of ALL Muslims.
Shoot him, then he won’t come back anymore.
I was going to say, that if it was the U.S., some liberal Judge would release him on a low bail bond, like now forced-to-retire Judge Sarah Backus did last August with that camp of muzzies in New Mexico. They've all now been indicted in Federal Court on terrorist charges.
If the Netherlands are like Germany, he will be sentenced to 3 years for murder and be released after 2.
Obviously this poor terrorist needed some outreach. If only they had sat him down and tried to find out why he does the things he does. Then put him down easy.
