Selective Availability. Collecting GPS data prior to 2000 required differential correction. US Air force spent millions introducing error and coast guard spent millions removing error.

GPS has always been vulnerable, we learned that in the 1991 Gulf War.
But Congress, in its infinite wisdom, got rid of all of the LORAN stations, so it is all we have right now.
