The ‘Wage Gap’ Commissars: Kamala Harris wants to insert bureaucrats into salary decisions.

Ms. Harris’s plan, which she released this month, first cites tendentious statistics. “Women who work full time,” it says, “are paid just 80 cents, on average, for every dollar paid to men.” To repeat for the 862nd time, these figures are raw medians for all men and women, meaning they don’t control for occupational choices, career paths, hours worked, differing risks of on-the-job fatality, and so forth. The “80 cents” figure is simply incompatible with calls of equal pay for equal work.

Studies that compare apples with apples find a much narrower pay gap—or none at all. Last year two economists at Harvard examined data for Boston transit workers. In the aggregate, the women made 89 cents to the men’s dollar. But this gap, the paper says, “can be explained entirely by the fact that, while having the same choice sets in the workplace, women and men make different choices.” Women took more unpaid leave. Men logged more overtime.

This is not to claim that nobody in America’s vast labor market is ever treated unfairly. But as a means of countering whatever bad faith does exist, Ms. Harris’s plan would be a disaster. Instead of having workers claim and then prove discrimination, she wants the opposite: Companies would have to prove a negative—that they aren’t discriminating.

Under Ms. Harris’s plan, every business with 100 workers or more would have to get an “Equal Pay Certification” from the federal government. To earn this gold star, they must “prove they’re not paying women less than men for equal work.”

That means demonstrating, to the satisfaction of some bureaucrat, that any wage gap “is based on merit, performance, or seniority—not gender.” The penalty for failure is a steep fine: “1% of their profits for every 1% wage gap they allow to persist.”

Natural born citizens are NATURALLY citizens because they have only ONE nationality.

Harris is making things way too complicated. It would be much simpler to just pay everyone - doctors, plumbers, McDonald’s employees, etc. - the exact same wage.

Of course politicians would be exempt from that.

The penalty for failure is a steep fine: “1% of their profits for every 1% wage gap they allow to persist.”

Suppose this rule goes into effect. If there is a 10% pay gap then a company that is doing well, say, $10,000,000 profit for the year, will pay a $1,000,000 penalty. But if they can show that they only made $10,000 profit by various legal accounting tricks, then the penalty is $1,000. That is a perverse incentive for companies to minimize their paper profits.

Women now make up most of the students in college and graduate schools. In the not too distant future they will be out earning men. I doubt if anyone will be banging the drum for “gender neutral pay” then.

In a free and rational country,average wage rates are set by the free market. Wage rates in a free market in labor depend on profitability, competition, and individual productivity.

UNLESS every single job is measurable like pieces out of a machine cutting off from a coil of steel, there is ABSOLUTELY NO WAY to determine if women are equal to men in any job.

Interrupting a day or week to take kids to doctors—actually have kids—everything that cuts the continuation of actual time ON THE JOB will make this comparison impossible.

Back in the seventies I remember telling my wife that I paid male employees a little more because they had families to support. By the eighties, though, I paid strictly on merit.

If I wasn’t alone, then the pay gap by now is mostly due to females not working overtime, career choices, and heightened use of sick leave.

But in some cases, women are preferred over men for certain jobs, simply because at least the perception is they will work for less than men.

If you then dictate that men and women are to be paid the same, then the result will be fewer women being hired.
