With the banner, the Navy Captain had the banner put up to commemorate the successful completion of their combat mission and it had nothing to do with Bush. In this case, either some Navy turd suggested it in an email or even more likely the reporter made it up.
Either way, they are trying to use it as a smear.
It would also not surprise me if a ranking officer or officers in the Navy were in on this. There are plenty of senior officers in each of the services appointed by the fascist Kenyan who show their never-Trump allegiances.
