I’d give them two choices....go independent, or find some state to attach them to (not necessarily Florida).
My suggestion is to make it the sixth borough of Nueva York.
Attach it to New York and make upstate NY part of Connecticut, after giving PR (Hartford, New Haven and Bridgeport). Upstate NY/CT would be purple (mostly red) and NY will be blue...win win..
