You missed the point, sad to say. “Apprehensions” in the modern context means the Border Patrol escorted them to buses to detention centers for their court-mandated 21-day wait. Then they get bus tickets to the U.S. city of their choice. “Catch and release” is in full force. That is what “apprehension” means: catch and release.
I thought it was about making those leave who already received orders to leave, but they didn’t go and are still here.
Maybe not. I recall reading that these criminals are ones who had a court date for their asylum request and failed to show up. They broke the law by entering our country illegally and they broke the law by not showing up for court.
