Latin teacher here and I can explain. Rule here means the standard expected by regular troops. The problem with militia is that they show up poorly equipped with antique and sub standard weapons. See the use of standard there? Like the regulars the militia needs modern weapons. So well regulated means well equipped.

So well regulated means well equipped. According to the Founders, it means well trained. That term in those days was also applied to a "well regulated clock", which is a clock that keeps time accurately.

Also back in the day the term 'regulated' when applied to clocks, meant that it was well adjusted, and accurate in its workings.
