Is there a sewage treatment plant nearby?
The big sewage treatment plant is right across the street from the Altgeld Gardens housing project, where a young Barack Obama one worked as a community organizer. There is some open land around there, or some land that could be cleared, and the library there would tie into some real Obama history.
As a Retired Water & Wastewater Treatment Operator I must flush that idea/thought COMPLETELY!!!
