The unidentified whistleblower at the CIA makes scores of references to Rudolph W Giuliani in the complaint against president Trump with most of the information coming from Mr. Giuliani's own public statements and news reports.
Whistleblower complaint's typically contain inside information not known to investigators until they are tipped off.
In the case of Mr. Trump's lawyer, who is a private citizen, congressional Democrats could have gathered most of the whistleblower's tidbits about Mr. Giuliani from the internet.

There is nothing in the complaint that the whistleblower actually witnessed. Absolutely everything was told to him/her by “officials” or publicly available in the media. What a joke.

Rudy is no dope. He’s the only mayor that ever cleaned up NYC. And it was a disaster before he came along. Before that he was an aggressive US attorney that took on the mob.
