(Hope all is well, Candor!) - does this mean that a governor must ask for this, or the President can order this without a governor asking? I’ve tried to figure this out today and cannot grasp that part.

Thank you, so it’s no different really than before. In that regard, anyway. Suppose there is some real s*** going on but the Governor refuses to ask the President? Is there any way to overrule?

Yeah, I’ve been looking at volunteering in a state militia since at least 9/11. Too bad ours (and most others) are nothing but toothless paper tigers who will accept anyone with no experience or discipline at all, and look like a bunch of overgrown Barney Rubble Boy Scouts who get to play with military-surplus equipment for the first time in their lives. They make the state guard look like a regiment of hardened commandos. Eff that. I’d rather wear a tricorn hat and hoist a flintlock.
This is an operations order and from what I could see it supersedes a previous order covering the same thing. All services use OpOrds to set the framework for an action or need. The individual subordinate commanders are to set up more specific plans that meet the specifics and guidance set out in the order within the capabilities and structure of their individua commands and units. It provides the specific rules and general guidance that subordinates use to create unit activation plans. There are orders written for most expected contingencies and requirements within all the services.
The VSM has been around for a couple hundred years. As a member of the Corps at Norwich, you are a member. Although, I think my commitment has run out. LOL.
