Here's the fundamental question :

Did the authors of the amendment ever intended to reward childbearing lawbreakers who entered the country illegally by making their offspring citizens of the United States?

I would start by putting a bunch of English Language Professors up to explain the English Language and it’s proper uses. All the while holding up and slowly reading the 14th Amendment and explaining the term “AND” as inclusive when it states UNDER THE JURISDICTION OF!!!

If he issues an executive order that requires compliance with the 14th amendment, he will have solved the anchor baby problems.

Trump should issue the EO after the election.....regardless if he wins or loses.

That could make it a SCOTUS fight where a final decision can be made.

If Trump loses, I guess the next POTUS could just reverse the EO and avoid judicial review.

It would only work if the Trump Executive Order stated that no future Democratic president could issue an Executive Order canceling a Trump Executive Order.

Let’s hope Pres. Trump puts the full package out there. This should be part of a Comprehensive Immigration Enforcement bill. The List of Comprehensive Immigration Enforcement, missing since 1987 goes like this -

1) southern barrier;
2) require eVerify to hire;
3) end all chain migration;
4) birthright per Minor v. Happersett (plural parents);
5) end work visas;
6) 10-year moratorium on all new applications for citizenship (40 years to allow workplace automation effects on downsizing population);
7) Set up an illegal aliens’ victim restitution fund.

Enactment of these provisions will motivate illegal aliens to SELF-deport, and remove colonizadors from our welfare rolls.

Amendment XIV

Section 1 All persons born or naturalized in the United States and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside. No State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States; nor shall any State deprive any person of life, liberty, or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws. . . .

Section 5 The Congress shall have power to enforce, by appropriate legislation, the provisions of this article.

Congress already has the power to write the provisions and clarify the meaning of "subject to the jurisdiction thereof"

Paul Ryan could have had the Republican Congress of 2017-2019 clean this up once and forever, but he was in the pockets of the Chamber of Commerce and the donor class.
